Political dissidents sheltering in South Africa  say a new law regulating the behavior of refugees could be used  by the governments they oppose to get at them and stifle free speech.

Home Affairs Minister Aaron Motsoaledi insists the changes  to the Refugees Amendment Act is designed to stop asylum seekers abusing refugee protection systems in South Africa.

The new law that came into force on January 1 outlaws asylum seekers from participating in elections or entering the diplomatic premises of their countries of origin.

The governments of Rwanda and Zimbabwe hail the law controlling the dissidents they maintain plot acts of treason while sheltering in South Africa.

The Africa Diaspora Forum, that advocates for dissidents, says the law is neither pro-development nor pro-human-rights.
