An established mechanism between the European Union and Africa exists.

This was broken to exclude Zimbabwe’s President Robert Mugabe from the summit in Paris last December.

The minister says no such mechanism exists with the United States.

Mugabe and his counterparts from Sudan and Eritrea have not been invited by President Barak Obama. The interim government in Central African Republic’s also been excluded.
