Elsewhere on the continent,  Africa correspondent Jean-Jacques Cornish reports

United Nations Secretary General Ban Ki Moon reports to the Security Council that the IS leadership could be relocated  from its stronghold in the Libyan city of SIRTE.

As government forces retake the city that was birthplace to Mummer Gadaffi, he fears, IS leaders could disperse into smaller groups throughout Libya and into countries neighboring Libya.

Medical tests show that climate change is creating conditions ideal mosquitos to breed in West Africa. However, this is not expected to boost malaria in that region.

It is not known exactly what caused the explosion in Garabulli.

Speculation is the militia inside realised they were trapped and took a suicide option.

Tripoli has only lately fallen under control of the internationally supported interim government.

In addition to the 29 people killed,  dozens were wounded in the explosion.

Further along the coastline, which has been completely blocked by military action, 34 members of pro-government forces have died  in the fight against the Islamic State group besieging the center of their stronghold of Sirte – birthplace of former dictator Muammar Gadaffi.

The United States and other world powers are ready to provide weapons to the Libyan unity government fighting so-called Islamic State.

Their talks in Vienna are clearing the hurdle of getting weapons to the  UN-backed Government of National Accord without these slipping into the hands of  the terrorists.

ends intro

Libya’s unity government has been warning that IS could seize most of the country if action isn’t taken soon.

Ministers from the United States, Europe and the Middle East gathered in Vienna for talks with Fayez al-Sarraj, the Libyan Prime Minister.

His unity government recently established themselves in Tripoli, trying to end the bloody chaos that’s engulfed the country since the fall of Muammar Gadaffi five years ago.

The UN will have to lift an arms embargo against Libya before the unity government can be armed.
