Henry Rotich surrendered himself to police after the chief prosecutor ordered his arrest.

Twenty other people, including senior officials and directors of the Italian company CMS de Ravenna, have been arrested in connection with this case.

It involves two dams built by the Italian company.

Kenya’s chief prosecutor Noordin Haj says the minister flouted procurement practices in awarding the R6,2 billion tender.

Haj says there were massive irregularities, including a cost overrun of R2,3 billion.

A number of items billed by the Italians had nothing to do with building a dam. This included a sum of R526 million for bedding.

Rotich and the Italian company have taken out large newspaper advertisements protesting their innocence.
