Ethics and Integrity Minister Simon Lokodo says the law will curb a rise in what he calls unnatural sex in the East African country.
The draconian law known locally as kill the gays was nullified five years ago on a technicality.
That stopped Western powers from cutting development aid to Uganda.
The storm is bound to return with the announcement that Uganda will make same-sex relations punishable by death.
Ethics and Integrity Minister Simon Lokodo says homosexuality is not natural for Ugandans.
He claims there has been a massive recruitment of young people by gay people.
Lokodo says they are perpetuating the falsehood that people are born homosexual.
