His international critics say the peace he forged with neighboring President Isaias Afwerki has not improved the lives of Eritreans.

And they condemn Ahmed’s use of lethal force against protestors in Somalia and the hard line he takes on access to the Nile where Ethiopia is building a dam that will cut water to Sudan and Egypt downstream.
